Low Incidence Services


Low incidence disabilities are defined in California Education Code (EC) (30 EC 56026.5) as a severe disabling condition with an expected incidence rate of less than one percent of the total statewide enrollment in Kindergarten through grade 12. The severe disabling conditions include hearing impairments, vision impairments, and severe orthopedic impairments or any combination thereof.

The Humboldt-Del Norte SELPA's Low Incidence Department employs teachers who work with the school districts in the SELPA to provide services to students who have low incidence disabilities.


Low Incidence Committee


The Humboldt-Del Norte SELPA, pursuant to California Education Code § 56836.22, receives and distributes funds for the purchase specialized books, materials, and equipment as required under the individualized education program (IEP) for each pupil with low incidence disabilities as defined in Education Code §56026.5 (defined as “hearing impairments, vision impairments, severe orthopedic impairments, or any combination thereof”).  Items purchased with these funds may only be used by students with low incidence disabilities, unless a waiver has been approved by the State Board of Education.

Committee members attend monthly meetings to review requests for specialized equipment and materials from our member school districts.

Requesting Services 


School district staff can request assistance from our Low Incidence Team by submitting a Request for Assistance (RFA) to the SELPA office. These forms can be found in the SEIS document library and should be sent to [email protected]
